He could have hanged Comey, Hillary, etc pretty much right away, if he wanted. But, he held these cards in reserve to be played at a later stage in the game. Most leaders do not have that sort of patience and grand strategy capabilities. And, even if they see it, they will not believe their lying eyes.

I spotted the pattern watching some film of BLM doing a "non-violent" protest. During the film, some "Antifa" guys showed up to join them, and the BLM guys begged them to go away. They did not. Thus, these "Antifa" guys are working for Trump. They burned down all these Blue cities, and the Chicago mayor said she was speaking in "code" telling DJT "F-U" They know what is happening, but normal people do not think like this, and they cannot say exactly what is happening, so they have to fall back on "people have been flying in here to protest!"

They thought they had Trump cornered with the virus lockdown. Trump responded by burning down all blue cities. To the F'king ground. Serious badass. They DID NOT expect him to do this. Shock and Awe!
